AIM OF POLICY: This policy outlines the responsibility of Northumbria Police in response to dealing with persons having mental disorders and learning disabilities.
BENEFIT OF POLICY: This policy supports recognition of dealing with persons with mental disorders and learning disabilities.
REASON FOR POLICY: To provide an overview of the Northumbria Police responsibilities to people with mental disorders and learning disabilities.
DESCRIPTION OF POLICY:
Northumbria Police recognises it's duties as a public body under the provisions of the European Convention on Human Rights and the Human Rights Act 1998.
Northumbria Police recognises that the Police play a key role in providing a response to people with mental disorders and learning disabilities, defined in the Mental Health Act 2007 as "any disorder or disability of the mind". This includes persons with mental illness, a personality disorder, or suffering from a learning disability. People with mental disorders and learning disabilities who are affected by service delivery responses by the Police include victims, witnesses, members of the community requesting assistance, suspects and offenders.
Northumbria Police staff will treat people with mental disorders and learning disabilities with dignity and respect; and will continue to work with appropriate partnership agencies to implement and maintain effective and efficient processes to ensure that persons with mental disorders and learning disabilities are engaged and supported according to their needs, as described within the Northumbria Police Equality Scheme.
Northumbria Police will use legislation and statutory guidance to bring to justice those who exploit and abuse persons who lack mental capacity.
