AIM OF POLICY: To outline the intent to develop, improve and maintain Northumbria Police Automatic Number Plate Recognition (ANPR) service.  

BENEFIT OF POLICY: To provide clarity regarding the priorities and intended strategic benefits for the Force and National ANPR service. 

REASON FOR POLICY: To support Northumbria Police Strategic Priorities 2025.

Northumbria Police ANPR service aims to develop and improve its infrastructure and data standards in line with National ANPR Standards for Policing and Law Enforcement (NASPLE). It aims to maximise the operational benefits whilst ensuring its use complies with statute and standards, with particular regard to Home Office guidance, the Information Commissioner’s Office (ICO) and the Surveillance Camera Commissioner (SCC). 

ANPR technology is used for: 

• Alerting to the location of a vehicle of interest;  

• Data analysis in intelligence development; 

• Data analysis in investigation;  

in order to improve safeguarding, counter terrorism and major and serious crime investigation. 

Northumbria Police supports the Home Office/National Police Chiefs' Council ANPR Strategy to:  

• Strengthen and develop the existing fundamental capabilities that ANPR brings to protecting the public and reducing crime in relation to the following law enforcement activities:  

• Improve operational real-time response to ANPR matches relating to vehicles of interest;  

• Develop intelligence using the value of ANPR data; 

• Use ANPR data to support investigations;  

• Ensure public confidence in the development, management and use of ANPR by taking account of privacy concerns, and maximising transparency; 

• Ensure a consistent approach in maximising the efficiency and effectiveness in the use of ANPR. 

ANPR technology supports Northumbria Police’s strategic priorities to: 

• Protect vulnerable victims and pursue priority offenders; 

• Deliver quality investigations and support to victims of crime; 

• Use new technology and data to reduce harm, keep the public safe and manage threat and risk; 

• Work with our communities to maintain trust and confidence.
