Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

  1. How many serving officers does your force currently have?
  2. How many serving officers have been given a speeding penalty of any kind (points/fines/speed awareness course) in the last five years, while either on or off duty? Please provide a year-by-year breakdown.
  3. How many serving officers have been caught not wearing a seatbelt when driving in the last five years, while either on or off duty? Please provide a year-by-year breakdown.
  4. How many serving officers have been caught using a handheld mobile phone when driving in the last five years, while either on or off duty? Please provide a year-by-year breakdown.
  5. How many serving officers have been caught driving while over the proscribed limit for drink or drugs when driving (including connected offences, such as driving or attempting to drive with alcohol/drug level above limit, refusing to supply specimens for analysis etc) in the last five years, while either on or off duty? Please provide a year-by-year breakdown.

We have now had the opportunity to fully consider your request and I provide a response for your attention.

 Following receipt of your request, searches were conducted with the Professional Standards Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

 I am able to disclose the located information to you as follows.

 1. As the information you have requested is accessible by other means I have not provided you with a copy of the information and will rely on Section 21 of the Freedom of Information Act 2000.  You should therefore consider this a refusal for your request.

 I have provided an explanation to this exemption below.

 Section 21 (1) - Information accessible by other means 

Information which is reasonably accessible to the applicant is exempt information.

 A response to this part of your request is freely available as it is published as a matter of course on the Northumbria Police website ‘about us’ page. Section 21 is therefore relevant.
