Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')
As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions.
- A full breakdown of where active duty serving police officers are stationed throughout the force broken down by police station and/or borough/local ward area (please provide both station and geographic breakdowns if they exist). Please state the numbers of officers and their ranks (CONSTABLE, SERGEANT, INSPECTOR, CHIEF INSPECTOR, SUPERINTENDENT, CHIEF SUPERINTENDENT) stationed at individual police stations throughout the force's area of jurisdiction or service.
- The number of police stations the force currently operates that includes active serving police officers.
- The number of police stations the force operated that included active serving police officers in 2015. If readily available, please state the names and addresses of stations which have since closed.
Following receipt of your request, searches were conducted within Northumbria Police. I can confirm that the information you have requested is held in part by Northumbria Police however cannot be disclosed for the following reasons.
The information requested is not held in a format that allows its extraction within the 18 hour threshold. With regards to point 1, a response to this point is not possible given the way that Officers are deployed. An Officer may start their shift at one station but then travel to another station as that is where they are deployed. To collate the data would be extremely time consuming and due to the transient nature of officer roles, deployments and ongoing operations, officer are not static long enough for the data to be correct. You should also note that had Section 12 not been fully applicable to this part, the information would have been fully exempt, and not considered for disclosure, under s31(1) Law Enforcement of the Act.
In terms of point 3 again, this data is not readily available and would entail reviewing historical data from 2015, if held, to assess each location and determine at the time was it used by active officers, police staff or was it empty and awaiting disposal. Again this cannot be achieved within the permitted 18 hours.
With regards to point 2, I respond as below.
As the information you have requested is accessible by other means I have not provided you with a copy of the information and will rely on Section 21 of the Freedom of Information Act 2000. You should therefore consider this a refusal for your request.
I have provided an explanation to this exemption below.
Section 21 (1) - Information accessible by other means
Information which is reasonably accessible to the applicant is exempt information.
A list of Police stations and their locations is published on the ‘find your local police station’ page on the Northumbria Police website. This will provide you with a count. All stations will therefore include active serving police officers.
