Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

  1. Does your force have a recognised Police Performance Review process?
  2. How many officers have completed a Police Performance Review with their line manager (or appropriate person) over the 12 months from 1st October 2018 to 30th September 2019?
  3. Please provide the data requested at 2. broken down by rank. That is, please state how many of each of the following ranks - Constables, Sergeants, Inspectors, Chief Inspectors, Superintendents, and Chief Superintendents – have completed a PPR in the last year.

I am seeking information about the number of PDRs that have been agreed as being complete between the reportee and supervisor: that is, the number where the reportee has been assessed.

Following receipt of your request, searches were conducted with the Peoples Services Department of Northumbria Police.  I can confirm that the information you have requested is held by Northumbria Police.

I am able to disclose the located information to you as follows.

  1. Northumbria Police have a Professional Development System (PDS).  The PDS reflects the drive to professionalise policing as performance and development is more than a PDR, it incorporates:

Assessing and Recognising Competence (ARC)

Performance Development Review (PDR)

Personal Development Plan (PDP)

Continuous Professional Development (CPD)

Northumbria Competence and Values Framework (NCVF)

2. Officers and Police Staff are only required to finalise a PDR at the end of each financial year therefore the data provided relates to all PDR’s closed at the end of the 2018/19 financial year. 

2653 Officers (Headcount) have a completed PDR for the 2018/19 period.
