Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

  1. What was the volume of emergency calls for 2019 (calendar year)?
  2. Which companies were awarded the below solutions, when will each contract be renewed and what was the value of each contract (if possible)?

Recorder; The recording solution of critical communications between Civilians call-taking and Emergency Response Operators.

Call Taking; Solution used for the reception of emergency calls

Computer Aided Dispatch;

Radio dispatch;

Private Networks;

Communications devices; what type of devices are used by the Police Officers to communicate (TETRA radio, phone app such as MCPTT)

3  Public Warning; What type of solution is used for the public warning: Cell Broadcast? Or Location-Based SMS alert system? Or app-based solutions? Or SIM-applet based solutions? Or Systems for landline phones? Or Public Warning Systems based on TV? Or Sirens and acoustic devices?

Following receipt of your request, searches were conducted within Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I am able to disclose the located information to you as follows.

1  999 call volume for the 2019 calendar year Jan 2019 to Dec 2019 was as follows:

Jan 2019 – Dec 2019 = 246,440

2  Recorder – managed contract – March 2021

Call Taking – March 2021

Computer Aided Dispatch – In-house designed, no contract

Radio dispatch – April 2021

Private Networks – This is unclear and consequently we are unable to offer a response

Communications devices – Radios and Smartphones

Public Warning - No information held

Cybersecurity solution:

Network Security – link encryption, Building Security, Equipment room security, vulnerability scanner, Perimeter firewalls, proxy server for internet access

Application Security – Software installs centrally managed

Endpoint Security – A commercial endpoint protection solution

Data Security – Data access managed by Active Directory groups plus backups

Identity Management – Active Directory and Smartcards for user access

Mobile Security – Centrally Managed

Disaster Recovery – Dual data centres, virtualisation technology, Business Continuity Plan

To note – we have provided as much information as possible without the use of exemption to withhold.  Any further request for information, specifically which has potential to undermine information security and leave forces open to hacking, will be resisted and relevant exemptions will be used to withhold.

Additionally we have contracts in place for multiple products – we do not have information currently recorded for specific function costs, and we are therefore unable to offer a response at this point, as its not held.
